dc.description.abstract | La tesi di dottorato affronta il tema dell’adattamento ai cambiamenti climatici e propone, per la città di Parma, una mappa del rischio indotto dalle isole di calore sulle persone sensibili quale strumento a supporto delle scelte urbanistiche per gli interventi di rigenerazione urbana. Lo studio considera la città come un sistema complesso, articolato e soggetto a fattori endogeni ed esogeni che determinano situazioni di fragilità all’interno dell’organismo urbano. Il titolo della tesi, “Una fragilità adattabile”, è un ossimoro che intende mettere in rilievo il duplice ruolo della città come luogo di accumulo e produzione di esternalità negative clima alteranti, ma nello stesso tempo come contesto privilegiato di sperimentazioni e pratiche urbanistiche atte ad aumentare la resilienza del sistema, come evidenziato in diversi documenti internazionali. Il campo di indagine è ristretto ai quartieri residenziali della città media emiliana, realizzati nel secondo dopoguerra. La periodizzazione è stata scelta per motivazioni che possono essere ascritte, in primo luogo al fatto che, in accordo con la letteratura di settore, il secondo dopoguerra può essere considerato quale uno spartiacque nel processo generativo della città: si interrompe il rapporto storicamente radicato tra città compatta e il territorio agricolo e il consumo di suolo diventa una variabile dipendente dal processo di espansione. In secondo luogo i quartieri realizzati a partire dagli anni Cinquanta del Novecento presentano elementi di vulnerabilità, al cui campo semantico la fragilità appartiene, rappresentati dal loro modello insediativo, dal fatto di avere avuto una stabilizzazione della popolazione residente che invecchiando è diventata la più esposta ai rischi ambientali (non a caso ‘fragilità’ è comune espressione nelle professioni socio-sanitarie e caratterizza un approccio alla condizione dell’anziano), dall’evidenza che il parco edilizio costitutivo, quello che è generalmente considerato essere il ‘patrimonio della classe media’, necessita di opere di manutenzione profonda. Il dato climatico inoltre non rientra ancora tra le parametrazioni degli elementi costituenti il quadro conoscitivo, alla base degli strumenti della pianificazione urbanistica comunale. Fornire quindi delle linee guida per la trasformazione della città consolidata, atte ad innalzare il comfort urbano, contrastando il fenomeno delle isole di calore, rappresenta un fattore di originalità, poiché esse si basano su valutazioni supportate da un nuovo strumento d’indagine basato su un intreccio di dati e competenze di natura climatologica ed urbanistica. Il lavoro svolto è infatti frutto di una collaborazione con Ibimet, l’Istituto di Biometereologia del CNR. L’aspetto più innovativo, nella redazione per la città di Parma della carta del rischio indotto dalle isole di calore sulla popolazione sensibile, è stato la mappatura svolta sul singolo edificio che tiene conto della distribuzione territoriale dei residenti considerati maggiormente vulnerabili. Le fasce d’età analizzate sono gli anziani con più di settantacinque anni, i bambini al di sotto dei cinque anni e gli over sessantacinque. Questi ultimi in realtà sono stati esaminati in quanto, data l’inerzia temporale che intercorre tra la redazione di uno strumento urbanistico e la sua attuazione, possono con buona ragione diventare un fattore di vulnerabilità nel breve periodo. Il dato di micro scala ha dimostrato non solo che il contesto in cui il fabbricato è situato ha, come ovvio, una forte influenza nella valutazione del rischio, ma che questo aumenta improvvisamente per la popolazione sensibile quando il consumo di suolo varca la soglia dell’80% circa, in un intorno dal raggio di 200 m. | it |
dc.description.abstract | The doctoral thesis faces the issue of adaptation to climate change and proposes, for the city of Parma, a risk map induced by heat islands on sensitive people as a tool to support land use decisions for urban regeneration interventions. The study considers the city as a complex system, articulate and subject to endogenous and exogenous factors that determine situations of fragility within the urban organism. The title of the thesis, "An adaptable fragility", is a clear oxymoron that intends to emphasize the dual role of the city as a place of accumulation and production of climate-altering negative externalities, but at the same time as a privileged context for experimentation and suitable planning practices to increase the resilience of the system, as highlighted in several international documents. The field of investigation is restricted to residential neighborhoods of the Emilian average city, realized after World War II. The periodization was chosen for reasons that can be ascribed primarily to the fact that, according to the literature of the field, the second post-war period can be regarded as a watershed in the generative process of the city: it is interrupted the historically rooted relationship between compact city and agricultural land and the land consumption becomes a dependent variable by the expansion process. Secondly, the neighbourhoods built since the Fifties of the Twentieth century have elements of vulnerability, to whose semantic field fragility belongs, represented by their settlement pattern, by having had a stabilization of the resident population that getting older has become the most exposed to environmental risks (in fact 'fragility' is a common expression in the social and health care professions and characterizes an approach to the condition of the old age), by the evidence that the constituent building stock, which is what is generally considered to be the 'heritage of the middle class', requires deep maintenance works. In addition, the climatic data is not yet among the parameterization of the elements constituting the cognitive framework, at the base of the municipal urban planning tools. Therefore, to provide guidelines for the transformation of the consolidated city, aimed at raising the urban comfort, countering the phenomenon of heat islands, it is a factor of originality, since they are based on assessments supported by a new survey instrument based on a network of climatological and urban planning data and skills. The work carried out is in fact the result of a collaboration with Ibimet, the Institute of Biometeorology of CNR. The most innovative aspect, in drafting for the city of Parma the risk map induced by urban heat islands on the sensitive populations, was the mapping carried out on the single building, taking into account the territorial distribution of the residents considered most vulnerable. The analyzed age ranges are the elderly with more than seventy-five years, children under the age of five years and people over sixty-five. The latter actually were examined since, given the inertia of time between the drafting of a planning instrument and its implementation, they may with good reason be a vulnerable factor in the short term. The data of micro scale has shown not only that the context in which the building is located has, obviously, a strong influence in the risk assessment, but that this suddenly increases for the susceptible population when the land consumption crosses the threshold of about 80%, in a radius of 200 m from. | it |
