Abstract: L’abuso sui minori è un fenomeno presente a livello mondiale che coinvolge indistintamente soggetti di ogni genere e fascia d’età, compresa la primissima fascia 0-3 anni. L’abuso può essere definito come l’insieme di tutti quei comportamenti sia di tipo commissivo (violenza fisica), sia di tipo omissivo (trascuratezza) che determinano un pregiudizio per la salute del soggetto, e dunque per la sua sopravvivenza, per il suo sviluppo e per la sua dignità. Il presente lavoro si caratterizza per la necessita, in primis, di definire concretamente l’abuso su minore distinguendolo nelle sue varie forme e prestando attenzione anche a quella che è la sua prevalenza livello globale. Vengono poi prese in considerazione tutte le normative vigenti in merito al tema dell’abuso, che nel corso degli anni hanno sempre più cercato di garantire diritti e protezione a favore dei minori. In seguito, sono state indagate quelle che sono le numerose conseguenze che tale condotta può determinare nei bambini abusati, conseguenze che coinvolgono non solo la sfera fisica ma anche quella psichica in cui suscita problematiche soprattutto a livello relazionale e quindi, nel caso di bambini, a livello del sistema dell’attaccamento. Tale condotta comporta anche modificazioni della sfera neurologica provocando delle alterazioni non indifferenti, sia a livello strutturale che funzionale, delle varie aree che caratterizzano il nostro cervello. Di fronte ai casi di abuso risulta estremamente importante intervenire tempestivamente per evitare che tali conseguenze possano esacerbarsi ulteriormente; tuttavia, ciò spesso è reso difficile dalla scarsa conoscenza sul fenomeno posseduta da chi circonda il minore, in riferimento soprattutto alla capacità di rilevare i segnali indicativi di tali violenze e alla capacità di attuare un piano di intervento affidandosi agli specialisti della cura della mente e alle autorità giudiziarie. A tale proposito, per favorire queste capacità è stato creato dall’Università di Modena e Reggio Emilia, in collaborazione con altre strutture europee, il cosiddetto "Progetto ECLIPS” nella speranza che tali condotte possano essere subito individuate e trattate.
Child abuse is a worldwide phenomenon that involves indiscriminately subjects of all kinds and age groups, including the very first 0-3 age group. Abuse can be defined as the set of all those behaviors both of a commissive type (physical violence), and of an omissive type (neglect) that determine a prejudice to the health of the subject, and therefore to his survival, for his development and for his dignity. The present work is characterized by the need, first, to define child abuse by distinguishing it in its various forms and paying attention to which is its prevalence at a global level. Then, all the regulations in force on the issue of abuse are considered, laws that over the years have increasingly tried to guarantee rights and protection in favor of minors. Subsequently, the numerous consequences that such conduct can determine in abused children were investigated, consequences that involve not only the physical sphere but also the psychic one in which it raises problems especially at the relational level and therefore, in the case of children, at the level of the attachment system. This conduct also involves modifications of the neurological sphere causing significant alterations, both structurally and functionally, of the various areas of our brain. In the cases of abuse, it is extremely important to intervene promptly to prevent these consequences being further exacerbated; however, this is often made difficult by the lack of knowledge on the phenomenon of abuse that those surrounding the child possess, in reference also to the ability to detect indicative signs of such violence and the ability to implement an intervention plan relying on mind care specialists and judicial authorities. In this regard, to foster these capacities, the so-called "ECLIPS Project” was created by the University of Modena and Reggio Emilia, in collaboration with other European structures, in the hope that these behaviors can be immediately identified and treated.
